Taskforce CREOLIA


A taskforce "Comité de Réflexion" , formed to develop CREOLIA, consists of international experts,engineers, doctors, scientists, lawyers, all active in the field of emergency and development aid.
Vincent LATAPIE, taskforce leader of CREOLIA.Civil Engineer INSA, MBA, and postgraduate in urbanism ENSAIS, who has held various managerial positions in the field of development assistance and several years of experience as international expert, head of missions for EU, AfDB, etc. Vincent LATAPIE has worked as a Transport and Energy adviser at the European Commission in Brussels headquarter for a number of years, where he was responsible for European Development Aid programming and policy. He was also Governmental Advisor to African governments for the French Ministry of foreign affairs and the European Union and Head of Operations of one of the largest European consultancy firms, subsidiary of SUEZ Environment. Vincent LATAPIE has worked in Equator, CAR, Congo, Togo, Mauritania, Sao tome, Algeria, Belgium, France, Poland, Kosovo, Serbia, Ukraine, Kazakhstan, Djibouti, Mauritius, Madagascar, Senegal and Seychelles (…)
  Nicole Richard, taskforce member of CREOLIA. Her career has been dedicated to food expertise, microbiological analysis and food alerts in continental France and overseas territories (Pasteur Institutes, Direction Générale de la Concurrence, de la Consommation et de la Répression des frauds France (DGCCRF), Health, Agriculture and Foreign Affairs ministries, industry and private sector) with more than 30 years in standardization (AFNOR, ISO, laboratory accreditation for microbiological analysis in French committees (RNE, COFRAC) or in delegation for the improvement of food security with FAO, UE, or the private sector in Europe, Africa, Middle East and Asia (several delegations in Tunisia, West Africa and Madagascar).
Jean Pierre AMBROSINI, taskforce member of CREOLIA.Airline Pilot (France, USA, Canada), Aircraft maintenance Engineer with Bureau VERITAS agreement, MBA, with long experience in the upgrading of several civil aviation directorates, Minister of Transports and Aviation Company in Europe, Asia, and Africa & Latin America. Specialist in reorganisation of civil aviation offices and administration, with regards the upgrading of International Civil Aviation Organisation (ICAO), standards (studies, aeronautic laws and regulations …). Was technical Advisor of several ministers, director of aviation companies, and referenced expert to the EU , UN (World Bank/PNUD and ICAO) – more than 20 years of experiences in international expertise.
Antonio Magalhães PACHECO, taskforce member of CREOLIA.Fluid Dynamics Engineer University of Lisbon, with a long experience in working with the World Bank,USAID.Ex Councilor at the “Assembleia Municipal de LISBOA”, and Deputy Mayor and Chief Administrative Officer responsible for infrastructures of the City of Lisbon, Director of Cabinet to the Portuguese Minister of Public Works and Communications – more than 20 years of experiences in international expertise.
